Itchy Legs

I’ve never been able to cope with temperatures over 80F.
I was born in North England and had no problems with winter weather. I did enjoy two winters in north Ontario.
For nearly ten years I’ve suffered from itchy legs below my knees. During that time I’ve collected several varicose veins.
The itching is not consistent. It can occur after swimming in the local pool, on holiday after swimming in the warm sea, or during the winter, in the house.

I thought it was an allergy but as I have quite dry skin, I now wonder if it is Xerosis.

The symptoms are serious itching above the ankles and on the calves, followed by scratching leading to sores round each hair follicle. The red sores disappears within a few days.

My Doc , on the first occasion was concerned about scabies, but changed the diagnosis and gave me hydrocortisones.
These helped but did not fix the problem.
Could I be drinking too much red wine ?
Why did I not experience these symptoms before the age of 55?
I enjoy good health and an exceptionally healthy diet.
